Russia’s Economic Forum: A Dual Approach to West Relations

In the initial phase of President Trump’s second term, Russian elites hoped for a major shift in U.S.-Russia relations. They looked forward to sidelining the Ukraine issue and forming profitable business ties.

More than 16 months later, progress seems limited. The two countries have only managed to agree on a hockey match scheduled for July 1 in Moscow. This announcement came during President Vladimir V. Putin’s annual economic conference in St. Petersburg.

Since the 2022 Ukraine invasion, Russia has sought to showcase its resilience to Western sanctions at this forum. They focus on tapping into internal resources and building connections with Middle Eastern and Asian countries.

Despite the ongoing U.S. sanctions, Russia continues to welcome some Americans. There is a stark division in Russia between those who are hostile to the West and those who desire better ties with Washington.

At this year’s economic forum, a session on Russian-American cultural relations included Rodney Mims Cook Jr., the first U.S. official at the event since 2018. Cook, chairman of the Commission of Fine Arts, advises the White House on projects like the ballroom expansion and the proposed triumphal arch in Washington.
