Anthropic Proposes Global Effort to Pause Advanced AI Development

Anthropic, known for its Claude chatbot, suggests that leading artificial intelligence companies collaborate to pause the development of advanced AI systems. The rapid progress of AI technology poses a risk of humans losing control, the company stated in a blog post on Thursday. With AI becoming more efficient at performing tasks, Anthropic argues it would be beneficial to consider slowing or temporarily halting its development.

The company’s internal research institute intends to work with others to explore this issue and take necessary actions toward a credible pause in AI advancement, although specific plans were not detailed. In contrast, OpenAI, a rival company, advocates for government-led oversight. It published a report stating that democratic governments, rather than individual companies, should establish the rules and accountability mechanisms for AI advancement.

According to Anthropic, AI models are improving rapidly, with significant increases in their ability to perform complex tasks such as self-coding. Current trends suggest that, with sufficient computing resources, AI systems might be capable of recursive self-improvement, where they design and develop their successors.

This potential technological breakthrough could bring substantial benefits in fields like science and healthcare. However, it also raises concerns about the loss of human control over AI systems. Anthropic’s proposal comes amid broader warnings, including a recent study from researchers at the University of Toronto. They demonstrated how AI tools could create an AI ‘worm’ capable of evolving its hacking strategy as it infiltrates a computing network.

Nicolas Papernot, lead researcher of the study, emphasized the relevance of understanding that not only the most powerful language models pose security risks.

Jack Clark and Marina Favaro, authors of the Anthropic post, highlighted that the proposed pause would enable “societal structures and alignment research” to keep pace with AI developments. Alignment refers to ensuring that AI systems align with human values and intentions. The coordinated approach would allow AI labs to confirm that rivals have paused or slowed their activities, preventing any bad actor from exploiting the slowdown.

A global mechanism is necessary to avoid allowing the least cautious developers to catch up, adding pressure on companies and governments regarding AI safety issues. This announcement coincides with Anthropic and OpenAI’s efforts to sell shares on the stock market, with Anthropic’s valuation potentially reaching nearly a trillion dollars.

Prior to releasing his report, Papernot informed Canadian cybersecurity authorities. The report showed how researchers used an “open-source” AI tool to develop the worm, which software developers can easily access and modify at a low cost. Papernot also called for increased collaboration among companies, government agencies, and academic researchers to create countermeasures against AI-driven cyber threats.
