UNRWA Dismisses 70 Gaza Staff Amid Hamas Allegations

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has terminated the employment of 70 staff members in Gaza following accusations from Israeli authorities regarding the agency’s alleged ties with the Hamas terrorist group.

UNRWA issued a statement explaining that the decision by Commissioner-General ad interim Christian Saunders was made to address safety and security concerns for refugees served under its mandate, as well as for its personnel and premises. The agency pointed out that it had requested from Israeli authorities any information or evidence to substantiate claims against specific UNRWA staff in Gaza, but had reportedly received no response.

The firings were prompted by a United States Agency for International Development (USAID) investigation that recommended suspending or dismissing over 100 UNRWA employees. The investigation detailed instances of employees involved deeply in Hamas’ civil society and military functions, including roles as military leaders and snipers for Hamas.

Israeli authorities have persistently accused UNRWA of direct ties with Hamas. They asserted that since October 7, numerous incidents have emerged showing Hamas exploiting UNRWA infrastructure, with employees allegedly participating in terrorist activities. As cited by the Israeli Defense Forces (IDF), a significant number of UNRWA staff members in Gaza are said to be affiliated with Hamas or other designated terrorist organizations.

Israel’s Foreign Ministry criticized UNRWA’s response, denouncing the agency’s framing and lack of direct acknowledgment of Hamas involvement. The ministry accused UNRWA of becoming an extension of Hamas by allowing facilities to serve as its headquarters.

UNRWA firmly denies active collaboration with Hamas but argues that cooperation is necessary for effective aid distribution in Gaza. The agency underscores reliance on member states, including Israel, to maintain neutrality and operational security.

In April, UNRWA’s Office of Internal Oversight Services investigated 19 staff accused of participating in terrorist activities on October 7. Twelve were terminated earlier in January, while investigations into remaining cases continue.
