Defense Secretary Blocks Promotions of Diverse Senior Officers

Defense Secretary Pete Hegseth has blocked the promotions of numerous senior officers to general and admiral ranks in 2026. Among those affected, about half are women or belong to minority groups.

The Navy’s top leadership had recommended Rear Adm. Stephen D. Barnett as the ideal choice to oversee Navy bases globally due to his extensive experience. Admiral Barnett distinguished himself by successfully managing the resolution of a major fuel spill on a Hawaiian base, which had impacted thousands by contaminating an aquifer.

Despite this track record, Admiral Barnett’s promotion faced rejection from Mr. Hegseth. His history of advocating for diversity within the Navy was flagged during a secret vetting process. Mr. Hegseth opted for a white officer who ranked as the third choice among Navy leaders.

This year alone has seen at least 40 senior officer promotions blocked, impacting a significant number of women and minority representatives.
