Senator Josh Hawley, R-Mo., has introduced legislation targeting the rural healthcare crisis. He emphasized the urgent need for congressional intervention to ensure rural emergency rooms remain open.

“Americans in rural communities across the country are confronted with a concerning shortage of access to emergency medical care,” Hawley stated. He highlighted that in Missouri, 12 rural hospitals have closed in the past 12 years, putting the remaining hospitals at risk.

Details of the Proposed Bill

The Rural Hospital Emergency Room Guarantee Act is designed to halt the rapid closure of rural hospitals. Almost 200 rural hospitals have shut down since 2005, leading to widespread areas devoid of emergency rooms. Residents often face long drives to access emergency care. This situation is particularly severe in Missouri, where nearly 20% of rural hospitals are at immediate risk of closure.

Funding and Support for Rural Hospitals

Hawley’s bill proposes a mandatory, 10-year funding stream through the Health Resources and Services Administration. Rural hospitals would receive a baseline distribution of $1 million annually for emergency room operations, adjusted for inflation, with additional funds based on specific needs.

Hospitals at immediate risk of closure could receive a one-time emergency payment of up to $250,000. This support would not affect their eligibility for other federal healthcare programs, designations, or grants.
