Texas Governor Greg Abbott has initiated an investigation into Mission Regional Medical Center following its advertising campaign in Mexico. The center created Spanish-language billboards promoting its “Birth Packages in South Texas” aimed at pregnant foreign nationals. These ads were located near the U.S.-Mexico border and included childbirth services starting at $3,950 for natural births and $5,525 for C-sections.

The advertisements directed audiences to a website, havemybabyinTEXAS.com, which is now offline. The billboards displayed a telephone number with the “001” country code used for calls from Mexico to the United States.

A spokesperson for the hospital informed Fox News that the marketing materials are discontinued due to potential misunderstandings. Confirmation was made that the campaign began in 2021, though specific installation dates for the billboards were not provided. The materials were reportedly taken down Monday after gaining attention on social media.

Governor Abbott has instructed Stephanie Muth, Executive Commissioner of the Texas Health and Human Services Commission, to investigate possible breaches of state law and contractual obligations by the medical center.

Abbott articulated his concerns related to birth tourism via a letter, highlighting the exploitation of U.S. hospitality. He noted that many foreign travelers come under false pretenses to give birth in the U.S., securing citizenship for their children.

In response, Abbott has directed HHSC to thoroughly investigate the hospital. Depending on the findings, violations may be referred to the Texas Attorney General for civil enforcement or to local attorneys for potential criminal prosecution.

Abbott expressed his commitment to safeguarding American citizenship and indicated plans to collaborate with the Texas Legislature to further curb birth tourism within the state.

The broader legal context involves former President Donald Trump’s executive order aiming to restrict automatic birthright citizenship. This order is amidst ongoing legal challenges.
