On Monday morning, in the city of Biddeford, Maine, federal immigration agents fatally shot Joan Sebastian Guerrero while he was in his car. The incident involved five shots being fired at the scene, yet no clear video captures the moments leading up to or during the shooting. This leaves many questions unanswered, such as whether more than one agent used their weapon.
Several videos offer additional insight into the encounter, showing that Guerrero was hit before his car rolled into an intersection. According to a statement from the Department of Homeland Security on Tuesday, Guerrero, a Colombian national, attempted to escape from the agents, prompting an agent to fire, citing concerns for public safety. The department also told Congressional members that Guerrero had allegedly driven his vehicle toward law enforcement in a threatening manner.
In other recent cases, Immigration and Custom Enforcement officials have similarly claimed that drivers used their vehicles as weapons. However, video analyses and witness reports have sometimes contradicted such claims. In a surveillance video recently obtained by The New York Times, shouting followed by five gunshots is audible, with instructions like “Move it, let’s go,” and “Back, Back!” heard just before the firing. Neither Guerrero nor the agents are visible in the footage.
