Three NFL players have been added to the Commissioner’s Exempt List as the start of the 2026 season approaches. Josh Jacobs from the Green Bay Packers, Jonathon Cooper of the Denver Broncos, and Terrion Arnold, currently with the Seattle Seahawks, are all affected. This move will impact the beginning of their seasons.
The NFL’s Commissioner’s Exempt List is designated for unique player circumstances. According to the league’s rulebook, only the Commissioner can place a player on this list. Players on this list are temporarily exempt from the team’s active roster limits, and the terms of their exemption are at the Commissioner’s discretion.
“The List includes those players who have been declared by the Commissioner to be temporarily exempt from counting within the Active List limit. Only the Commissioner has the authority to place a player on the Exempt List; clubs have no such authority, and no exemption is automatic.”
Josh Jacobs faces legal trouble following charges of battery and criminal damage related to a domestic incident. If convicted, he could face fines up to $20,000 or up to 18 months in prison for the misdemeanor charges.
Jonathon Cooper was arrested for allegedly violating a protection order linked to a prior domestic violence arrest. Meanwhile, Terrion Arnold was arrested on charges of kidnapping and armed robbery in June. After his arrest, Arnold was released by the Detroit Lions but later joined the Seahawks’ camp.
These allegations have placed Jacobs, Cooper, and Arnold on the exempt list. However, legal issues have affected other players as well. Kansas City Chiefs wide receiver Rashee Rice served a 30-day jail sentence for probation violation, and Los Angeles Rams’ Puka Nacua is potentially facing disciplinary actions after an alleged incident involving a woman. Ravens’ wide receiver Rashod Bateman also faces domestic violence charges.
The NFL is expected to review these cases and may impose additional disciplinary measures that could affect these players during the 2026 season.
