Trump outlined a two-phase approach, starting with reopening the strategic waterway followed by efforts to disarm Iran’s nuclear capabilities. He asserted that these steps would take some time to implement. Despite showcasing previous military actions against Tehran’s military leadership, Iran remains hopeful that it can outlast Trump, who faces limited munitions and a war unpopular with the American public.

Diplomatic Hesitation

On Sunday, Trump revealed that Gulf allies, including Qatar, Saudi Arabia, and the United Arab Emirates, had urged him to delay further strikes on Iran. He mentioned a plan for a major U.S. military operation, deemed the largest since World War II, which he decided to pause, opting instead for diplomacy after consulting Gulf leaders and Iranian officials.

Despite showing impatience with Iran, Trump remains committed to diplomacy, stating, “This is the last chance for them to sign a good document.” His frustration grew when Iran claimed that its meetings with Oman focused solely on navigation through the Strait of Hormuz, rather than discussing the nuclear issue.

Strategic Calculations

Although Trump has often escalated rhetoric and backed away from threats, he argues that his threats have catalyzed diplomatic progress. In April, a ceasefire was announced shortly before a deadline for Iranian compliance. Similar instances occurred in May and June when military strikes were called off in favor of negotiations.

Critics point to Trump’s inconsistent approach as potentially reflective of a realization that military power alone cannot compel Iran to capitulate. Senator Mark Kelly expressed concern that Trump’s strategy seems erratic, while suggesting that a reset to earlier, less tense times would be desirable for the administration.

Influence of Allies

The Saudi crown prince significantly influenced Trump’s decision not to escalate the situation. A call with the crown prince highlighted potential global economic ramifications from further conflict. Saudi Arabia, Qatar, and the UAE are prepared to defend against Iranian aggression, but Kuwait may face heightened vulnerabilities.

As tensions persist, Trump insists the approaching midterm elections won’t influence his policy. However, Republican colleagues express concern over polling data showing limited support for the conflict, suggesting a need for strategic restraint.

Senator John Kennedy believes that aggressive military action isn’t the only option. On “Meet the Press,” he recommended tightening sanctions and focusing on Iran’s nuclear threat as viable alternatives, acknowledging the difficult choices facing the administration. Kennedy advised maintaining the current situation to avoid further economic disruption.
