In a recent Newsweek webinar, leaders from Sanford Health, InterSystems, and Lumeris gathered to discuss the $50 billion Rural Health Transformation Fund. This fund aims to address healthcare challenges in rural areas. The conversation began with cautious optimism, noting quick implementation and early funding to providers. However, a central theme emerged: the fund is not primarily about saving rural hospitals.
The Economic Challenges
Dr. Tim Ferris from InterSystems highlighted the fund’s focus should not be on preventing hospital closures. Instead, the goal is to improve care access and delivery. Many rural hospitals face closure due to inadequate reimbursements from Medicare and Medicaid. Over 40% of rural hospitals operate at a loss, with 417 vulnerable to closure. The fund plans to inject $50 billion over five years but doesn’t aim to replace lost revenue directly.
Different Approach to Rural Care
Matt Hocks from Sanford Health emphasized a new perspective on rural care. Sanford invests in technology to keep patients in local communities instead of sending them to distant medical centers. Hocks stated, “We want people to stay local.” Technologies like virtual care and stronger clinician support make this possible.
The Role of Technology
Dr. David Carmouche from Lumeris discussed the inseparable connection between access, workforce, and technology. Patients interact with how infrastructure is leveraged, not the infrastructure itself. The webinar highlighted the importance of modernizing rural healthcare facilities. Many rural hospitals have not upgraded technology due to budget constraints.
“Usually technology is the last thing we address,” Hocks noted. “We let it run until it breaks and then we fix it.”
Dr. Ferris compared the current opportunity to the HITECH Act, which improved EHR adoption. He stressed the need for built-in interoperability and scalability from the start.
Artificial Intelligence and Real-time Data
AI was frequently mentioned as an emerging tool in rural healthcare. Carmouche envisioned AI utilizing real-time data to monitor patients and expand the primary care workforce. Hocks pointed out potential benefits for behavioral health. Chatbot technology and AI could better connect with patients and address their needs.
Beyond Financial Challenges
While technology promises improvements, Ferris reiterated the financial issues facing rural providers due to reimbursement policies. The fund is unlikely to fully offset economic pressures. Instead, the focus should be on improving care quality closer to home and supporting the rural workforce.
The panel concluded that success metrics for the Rural Health Transformation Fund should prioritize patient care quality and access over hospital survival. These metrics align with the fund’s initial goals to enhance rural healthcare delivery.
