Federal investigation into a cyberattack has revealed vulnerabilities in community water systems across at least seven states, including Minnesota. Agencies like the FBI, CISA, and EPA have warned that threat actors linked to Iran are targeting critical infrastructure.

A coordinated cyberattack struck operational technology in more than 30 community water systems on Sunday, July 26, and Monday, July 27. This attack exposed significant vulnerabilities in these systems. Minnesota IT Services, or MNIT, activated the state’s cybersecurity response and brought in federal agencies to support the investigation.

In Braham, a cyberattack took a water plant offline temporarily. Quick action restored the facility within hours. Plymouth faced communication issues with two water towers and wastewater lift stations, yet maintained water quality. South St. Paul identified issues with automated controls, switching to contingency procedures to sustain operations.

Impact on Water Systems

The attack raises concerns about the resilience of local utilities should hackers gain access to their systems. Officials have not definitively attributed the attack to Iran, although preliminary reports suggest Iranian involvement. The attack falls within a broader campaign highlighted by CISA warning of vulnerabilities in programmable logic controllers crucial to water systems.

These events highlight the potential risks posed by such incidents and the need for tighter security measures. Smaller communities, with limited resources, often struggle to protect themselves, unlike larger utilities that may have dedicated security personnel.

While no immediate threats to drinking water quality were reported, the EPA highlights the possibility for serious consequences if attacks disrupt water treatment processes. Manual operations can temporarily replace automated systems, but it’s vital that staff know how to use them effectively. CISA suggests isolating vital operational technology from less secure networks to protect these systems.
