Sen. Shaheen Pushes for Insulin Cost-Capping Legislation

Shaheen Advocates for Insulin Cost Reduction

Senator Jeanne Shaheen (D-N.H.) is urging Senate leaders to conduct a floor vote on a bipartisan proposal designed to limit insulin costs for private insurance. This push comes ahead of the midterm elections, as she aims to pass the legislation before ending her tenure.

“President Trump campaigned on immediately lowering costs for the American people, yet he’s done the opposite. With millions of American families facing spiking prices due to this Administration’s detrimental health care policies, my INSULIN Act is a direct step Congress can take to lower costs for millions of Americans,” said Shaheen.

Having communicated with the White House, staff-level discussions have persisted according to a Democratic aide. The proposal seeks to cap insulin out-of-pocket expenses at $35 for those with commercial insurance, expanding the Medicare cap established under President Biden’s Inflation Reduction Act last year.

Additionally, the legislation includes a pilot program across ten states to regulate costs for uninsured individuals. The bill, backed by Senators Shaheen, Susan Collins (R-Maine), Raphael Warnock (D-Ga.), and John Kennedy (R-La.), passed the Senate Health Education, Labor, and Pensions Committee in July with a vote of 17-5. It has 28 sponsors equally divided between parties, securing 60 potential votes if Democrats support it.

The Legislative Path and House Version

Although the measure may not be voted on this week, attaching it to a year-end spending bill is the most plausible route. Talks suggest linking it to the essential defense policy and spending bills too.

A similar bipartisan House proposal surfaced earlier this month led by Representatives Diana DeGette (D-Colo.), Angie Craig (D-Minn.), Kim Schrier (D-Wash.), Mariannette Miller-Meeks (R-Iowa), and Rob Bresnahan (R-Pa.). Notably, Miller-Meeks and Bresnahan are involved in competitive reelection campaigns.

Passage isn’t assured; the concept of an insulin cap has encountered GOP opposition over concerns about government price-setting. HELP committee Chair Senator Bill Cassidy (R-La.) opposed the bill, arguing it would create unnecessary duplicate grant programs. He emphasized community health centers’ existing efforts in providing discounted insulin.

Current Healthcare Challenges and Developments

Pennsylvania recently reported 903 measles cases, making it the state with the highest number in the U.S. according to CDC data.

Meanwhile, a Democratic super PAC launched a campaign against Senator Susan Collins (R-Maine), highlighting the closure of birthing centers in Maine linked to Medicaid cuts.

Elsewhere, Inventia Healthcare Limited recalled 13,567 bottles of chlorthalidone tablets due to potential issues with dissolution, affecting the dosage absorbed.

Upcoming Healthcare Policy Themes

The HELP Committee’s confirmation vote for Surgeon General nominee Nicole Saphier is scheduled for Wednesday following last week’s delay.

Additionally, SNAP benefit amounts are set to change beginning October, impacting around 37 million Americans.

Local and National Healthcare Spotlight

The classification of GLP-1 medications is shifting from obesity drugs to lifestyle aids. Political discourse now includes food safety concerns. Nationwide cheese recalls have been initiated due to an E. coli outbreak, according to NBC News.

In local healthcare developments, $170 million is designated to support rural providers in Colorado, while Virginia doctors endorse an amendment protecting reproductive healthcare.
