New York City Mayor Zohran Mamdani initiated an internal review of the New York Police Department’s (NYPD) use of force. This review aims to address public concerns over policing tactics. However, Mamdani has not fulfilled several campaign promises related to police reform, such as disbanding a controversial police unit and eliminating a gang member database.
Mamdani emphasized the need for accountability. “When the government uses force against a New Yorker, the standard for accountability must be at its highest,” he stated. The mayor wants assurance that force is used lawfully, carefully, and only when necessary.
Since taking office over nine months ago, Mamdani has not yet disbanded the NYPD’s Strategic Response Group or eliminated its gang member database. He also has not redirected resources from minor offenses.
If we continue adding responsibilities to officers, it becomes difficult for them to address the core duties that attracted them to the job originally.
A recent incident accelerated the review process. In 2024, Win Rozario, a 19-year-old experiencing a mental health crisis, was fatally shot after confronting officers with scissors. After an internal investigation, New York Attorney General Letitia James chose not to press charges against officers involved.
To enhance accountability, Mamdani allocated an additional $2.6 million to the Inspector General for the NYPD. The department will inform state authorities when officers facing discipline retire. This move allows the state to consider decertification, preventing officers from transferring to other law enforcement agencies unhindered.
Mamdani introduced a use-of-force review with extensive community involvement. “We have an obligation to Win’s family and to every New Yorker in crisis. This review ensures our policies reflect that responsibility,” Mamdani declared.
Despite his original agenda to reduce policing of low-level crimes like public urination and open container violations, the current administration has not implemented such changes. Public urination citations increased by 18%, complicating efforts to address more serious crimes.
Mamdani also intended to abolish the Strategic Response Group, known for its aggressive tactics. He stated the SRG has burdened taxpayers with lawsuit settlements and infringed on First Amendment rights. However, these plans remain unfulfilled.
Additionally, Mamdani retained Police Commissioner Jessica Tisch, appointed by the previous mayor, Eric Adams.
