A newly introduced bipartisan bill in Congress seeks to establish a free counseling and support program for veterans. This program aims to help veterans navigate the often underutilized VA home loan benefit. The legislation, named the VA Home Loan Navigator Act (H.R. 9404), is spearheaded by Representative Veronica Escobar, a Democrat from Texas, and Representative Jack Bergman, a Republican from Michigan.
Purpose of the Legislation
The bill mandates the Department of Veterans Affairs (VA) to create a voluntary support program. This program will provide veterans with independent guidance throughout the home-buying process.
“Too often, veterans seeking home loans face confusion, misinformation, and predatory scams,” Escobar stated. “My bipartisan bill extends the same support available for other VA benefits to the home loan program, giving veterans access to free, independent guidance when buying, refinancing, or fighting to stay in their homes.”
Importance of VA Home Loan Benefits
The VA home loan program is a crucial financial advantage for former service members. It allows veterans and their families to buy homes with favorable terms, often requiring no down payment or private mortgage insurance. Yet, many veterans remain unaware of how to utilize this benefit or find the process daunting. Escobar’s office reports that fewer than 15 percent of eligible veterans currently use their VA home loan benefits.
Details of HR 9404
The bill proposes the creation of a free borrower-support program within the VA. Veterans opting into this program would receive assistance from trained housing counselors.
“Our Veterans earned the VA Home Loan benefit through their service, but too many still face unnecessary confusion when trying to use it,” Bergman remarked. “This important legislation helps ensure our Veterans have the same trusted support they’ve long relied on for other VA benefits, making it easier for them to achieve and protect the American dream of homeownership.”
The bill outlines services counselors could provide:
- Understanding VA home loan benefits
- Resolving issues with certificates of eligibility
- Navigating the mortgage process
- Refinancing existing loans
- Closing home purchases
- Understanding VA appraisal requirements
- Completing loan documentation
- Managing loan-servicing issues
- Exploring foreclosure-prevention options
- Coordinating with lenders and the VA
All services would be optional and free for veterans.
Existing VA Support Framework
Many other VA benefits already incorporate accredited representatives and counselors to assist with claims. The home loan benefit, despite its high usage, lacks such a structure. This bill seeks to extend this available support to housing benefits as well.
“The bill’s bipartisan support gives it a reasonable chance to pass, especially because it focuses on fraud and foreclosure prevention, but it still has to compete for committee time and funding,” Alex Beene, a financial literacy instructor at the University of Tennessee at Martin, shared.
The bill aims to prevent scams and ensure veterans can navigate and utilize their benefits effectively. The proposal aligns with broader discussions on veterans’ benefit reforms, such as changes to disability compensation and expanded benefits for combat-injured veterans.
Legislative Process and Support
Representative Escobar introduced the legislation with bipartisan support from lawmakers including:
- Representative Jack Bergman (R-Michigan)
- Representative Cory Mills (R-Florida)
- Representative J. Luis Correa (D-California)
- Representative Pete Sessions (R-Texas)
- Representative Jim Costa (D-California)
The bill must navigate several legislative hurdles, requiring approval from the House Committee on Veterans’ Affairs, the full House, the Senate, and finally the president’s signature. As it focuses on counseling services rather than creating a new entitlement program, it might face fewer controversies.
“Giving veterans a no-hassle access point to learn about and understand their benefits seems like a no-brainer for Congress. Hopefully, this also helps eliminate some of the bad actors who prey on veterans and the confusion surrounding their benefits,” stated Kevin Thompson, CEO of 9i Capital Group.
Thompson further added that given its bipartisan support, the bill appears well-positioned to progress.
