Canoe Trip Incident in Connecticut Leads to Charges

A 20-year-old from Mineola, New York, faces charges after a canoe trip turned tragic. Connecticut authorities allege Michael Collins was drinking before the incident that led to the drowning of Dominick Tocci, also 20, from Woodstock, Connecticut.

Investigators report that on March 21, Collins and Tocci joined friends for drinks before setting off in a canoe on Lake Hayward, East Haddam. The canoe capsized, plunging both into the water. Collins was rescued after a nearby resident heard cries for help, but Tocci vanished, leading to a massive search.

“We are so heartbroken at the loss of my stepson, Dominick,” wrote a social media user identifying as Tocci’s stepmother. “Such an amazing kid and will be missed forever.”

Rescue efforts over several days involved Connecticut’s Department of Energy and Environmental Protection (DEEP) officers, state police drones, local fire departments, and other emergency teams. Tocci’s body was recovered on March 23.

On July 10, Collins surrendered to EnCon Police, facing a charge of operating a boat under the influence. He is set to appear in court on July 23. There are no additional charges yet regarding Tocci’s death.

Tocci’s passing deeply affected his community. The Woodstock Little League, where he played until 2018, paid tribute, highlighting his infectious energy and spirit.

The arrest coincides with DEEP’s Operation Dry Water—a campaign focused on preventing boating under the influence. DEEP warned against the dangers of alcohol on the water. Commissioner Katie Dykes emphasized the importance of safety and sobriety for all boaters.

Fox News Digital reached out to DEEP for comments. It is unknown if Collins has legal representation.
