The Nuclear Regulatory Commission (NRC) aims to eliminate a key safety principle that has limited radiation exposure in the United States for five decades. This principle, known as ALARA, ensures radiation exposures are kept ‘as low as reasonably achievable.’ Facilities like nuclear plants, hospitals, and academic institutions currently follow this guideline alongside a separate maximum exposure standard.
While maximum dose limits remain unchanged, the NRC proposes replacing ALARA with a ‘graded approach.’ This involves tiered actions based on potential radiation doses to workers. Enhanced protection measures would apply as dose limits near, to ensure compliance.
President Donald Trump, seeking to expand domestic nuclear energy production amidst rising electricity demand due to data centers and AI, plans to reform the NRC to expedite nuclear reactor development. An executive order last year directed the adoption of ‘science-based radiation limits.’ The Energy Department has already moved away from ALARA.
NRC Chairman Ho Nieh stated that the proposal clarifies standards without compromising safety. Though changes may not significantly impact existing reactors, new reactor developers could benefit from clearer requirements.
“We’re not lowering the bar on safety,” Nieh explained, emphasizing the aim to remove regulatory ambiguity.
The nuclear industry’s trade association supports the NRC, prioritizing minimal radiation exposure. Doug True, from the Nuclear Energy Institute, assured that maintaining low worker and public doses remains crucial to practical operations.
Critics express concern over potential exposure increases. Edwin Lyman from the Union of Concerned Scientists warns of raised permissible doses, despite caps remaining intact. The NRC proposed revising radionuclide emissions standards, possibly increasing the public exposure from 10 millirem to 25 millirem annually. Nonetheless, actual public exposure would likely stay much lower due to distance and environmental dispersion.
Some experts advocate retaining ALARA to safeguard health. Misunderstandings about ALARA’s cost tradeoffs merit distinction. Katy Huff, a former U.S. assistant secretary for nuclear energy, sees potential in clarifying ALARA rather than removing it. Huff seeks evidence of the graded approach’s efficacy.
Kathryn Higley from the National Council on Radiation Protection and Measurements voiced mixed views on the NRC’s proposal. While practical measures like protective gear might prevent ALARA compliance, they could pose other risks, such as heat stress.
The current occupational dose limit for radiation workers remains at 5 rem per year. With ALARA, doses averaged well below this. International guidelines suggest 2 rem as a preferable limit. However, the NRC found changes unnecessary in the past due to lower exposure levels and regulatory costs.
