Debate Over Vandalism and Installation Flaws
Interior Secretary Doug Burgum claimed vandalism contributed to damage at the Lincoln Memorial Reflecting Pool, despite previous DOJ statements indicating faulty installation. According to Burgum, while most of the new blue liner was installed correctly, some damage was attributed to vandalism. He stated, “The blue liner, 99.7 percent of the liner, was done perfectly. There was vandalism in spite of what everybody says.”

Federal prosecutors dismissed the felony vandalism charge against Olympic canoeist David Hearn, citing newly obtained information showing incorrect installation as the likely cause of the damage. However, Interior Department documents later revealed issues related to flawed installation and rushed project completion before July 4 celebrations. Prospective evidence pointed to “not vandalism as initially represented by DOI,” supporting case dismissal. This finding led Trump to challenge Pirro’s decision publicly, asserting his belief in vandalism.
Conflicting Evidence and Vandalism Allegations
Burgum asserted clear evidence of vandalism, though specifics of the evidence remain unspecified. Burgum noted crews were cleaning supply valves and taking measures for algae management using nanobubblers, alongside additional maintenance post-July 4 fireworks. He remarked, “We’re on track to have that reflecting pool looking better than ever.”

Trump shared surveillance footage purportedly showing individuals cutting pool material, though the video lacked clarity on whether these actions caused or interacted with existing damage. The DOJ’s dropped charges heightened the importance of these questions. The Cultural Landscape Foundation, suing over the Reflecting Pool renovation, warned further repairs might alter evidence significant to damage assessment. Despite seeking expert examination of the pool, the request for inspection was denied earlier this month.
