The Democratic National Committee (DNC) has restructured its early presidential primary lineup, positioning South Carolina at the forefront for 2028. This strategic shift emphasizes the significance of Black and Latino voters, as well as labor unions, in determining the party’s future leader.
New Primary Order
South Carolina will kick off the primaries on January 22, 2028, followed by Nevada, New Hampshire, New Mexico, Michigan, and Virginia through February. This marks a departure from the longstanding tradition of starting in Iowa and New Hampshire.
South Carolina was chosen due to its significant African American electorate. Nevada follows, appealing to Latino communities and labor interests. New Hampshire and Iowa previously led, but changes were needed after Iowa’s 2020 caucus issues.
Rationale Behind the Shift
The decision to abandon Iowa’s premier status arose after technical problems during the 2020 caucuses resulted in delays and confusion. Concerns about representation among minority groups in the Democratic electorate also played a role.
DNC Chair Ken Martin emphasized that candidates must earn nationwide support, representing diverse demographics, with no easy paths or coronations. This reflects on past experiences, notably the rapid rise and fall of Kamala Harris following Joe Biden’s exit from the 2024 race.
Past Political Dynamics
Biden’s selection of South Carolina as a leading primary state stems from its role in salvaging his campaign in 2020. His loss of support in 2024 due to public perception issues shifted the focus to supporting then-Vice President Kamala Harris.
Following Harris’ loss in 2024, Democratic leaders have debated the wisdom of not allowing a broader contest among potential candidates. The current plan seeks to address these lessons by being more inclusive and representative.
Opposition and Concerns
Despite this new plan, opposition remains. Iowa Democratic Party Chair Rita Hart criticized the exclusion of any Midwestern state from the initial contests. She warned that Republicans will continue to start their primaries in Iowa, gaining election advantages with significant national media and financial attention.
