Should Miller withdraw more than 90 days before the election, Ohio would need a special primary, confirmed by Secretary of State officials. If he decides to leave closer to the election, the deadline for replacement is 86 days prior, on August 10. Replacement decisions would fall to county party chairs in the district, who must provide two-day notice for meetings to select a new candidate.

The district, once strongly supportive of Trump, now provides Republicans with a 31 percent chance of retaining control of the House—down from 87 percent in February, according to Polymarket data.
