She described these acts of vandalism as “very real.” In an interview with Fox News, Leavitt targeted critics and demonstrators, suggesting some were against the project. She criticized those appearing in algae costumes with ‘Team Algae’ written on their backs, questioning the meaning and motives.
Leavitt framed the issue as more than a maintenance dilemma. She argued it is part of a broader political divide, suggesting opposition to the project reflects resistance to the administration’s efforts to revamp Washington, D.C. The work at the Reflecting Pool is part of a larger initiative to enhance the city’s safety and beauty.

President Donald Trump also accused individuals of deliberate acts. He posted on Truth Social, stating that several people had been arrested for vandalizing the landmark. He warned that those responsible could face severe legal consequences, suggesting penalties of up to 10 years in prison for damaging federal property.
Trump highlighted politically motivated protest activities at the site via social media. He shared images portraying opposition aligned against the project. One post included a demonstrator with a banner reading, “First they came for the algae…,” a reference to a famous postwar poem about political persecution.
Increased Law Enforcement
Evidence points to a growing law enforcement operation at the Reflecting Pool. Various videos and images online show visitors being stopped or detained after approaching or touching the water. This pattern indicates sustained enforcement rather than isolated incidents.
Footage published by TMZ shows an individual being led away in handcuffs by U.S. Park Police. Additional clips capture similar encounters, including a woman detained after briefly reaching into the pool.
A mobile surveillance truck from U.S. Park Police appears to patrol the Reflecting Pool’s perimeter, suggesting enhanced monitoring efforts. National Guard members have also been deployed, adding to the heightened security presence at the popular tourist site. An instance involved a Swedish journalist warned by National Guard personnel about potential detention if she touched the water.

The situation follows a multimillion-dollar renovation project intended to give the Reflecting Pool an “American flag blue” appearance before the United States’ 250th anniversary. Soon after completion, signs of strain appeared, such as algae blooms and peeling coating sections. This raised questions about environmental conditions and the durability of new materials.
While the White House cites vandalism as a key explanation, officials and experts suggest routine factors like residual algae in water systems or issues with new materials could contribute. They caution that the problems might result from a mix of environmental and technical causes, not a single source.
