Officials from Immigration and Customs Enforcement (ICE) have filed a detainer against Angel Israel Deras-Rivas, who is accused of allowing a 14-month-old child to drown in a bathtub. The Department of Homeland Security (DHS) reported this incident involving the Salvadoran national, who is believed to be in the U.S. illegally.

Deras-Rivas, 19, was apprehended in Garner, North Carolina, and charged with murder and felony child abuse. The accusations stem from an incident where he allegedly left his stepchild unattended in a water-filled bathtub, which led to the child’s drowning. The arrest took place just a few months after Deras-Rivas married the child’s mother in April.
Background
According to ICE, Deras-Rivas entered the U.S. through Texas in October 2023. He was released into the country under current immigration policies. DHS Secretary Markwayne Mullin has criticized these policies, saying they create situations similar to this case.

ICE has requested North Carolina officials to retain Deras-Rivas in custody and not release him. The agency aims to take Deras-Rivas into federal custody for deportation proceedings.
