Organizations advocating for property owners have criticized New York City’s Mayor Zohran Mamdani, a democratic socialist, following his release of the “Rental Ripoff Report.” This report suggests that residents in the city pay excessive rent without receiving adequate benefits. It also includes 23 proposals aimed at addressing this issue.
Mamdani’s policy moves have displeased local property owners by cracking down on landlords. A particular point of contention is the database published by the city’s Department of Finance. This database identifies affluent property owners who could be subjected to the proposed pied-à-terre tax. Critics argue that this could lead to harassment and risks to public safety. A department spokesperson mentioned the publication was required by state law.

James Whelan, President of the Real Estate Board of New York (REBNY), criticized Mamdani’s approach, claiming it addresses symptoms rather than underlying causes. He stated that high rents result from a lack of housing and operational challenges in rent-stabilized buildings. Whelan urged prioritizing policies that increase housing supply and preserve existing units, rather than characterizing property owners negatively.
Whelan expressed concern over the searchable database, noting that it complicates the proposed tax policy and may affect smaller property owners. He emphasized that the tax was supposedly designed to target ultra-wealthy residents, yet many other homeowners might be impacted.

Ann Korchak, president of the Small Property Owners of New York (SPONY), also criticized Mamdani’s influence on local politics. She argued that small property owners play a vital role in affordable housing and should not be seen as villains. Korchak accused Mamdani of using political stunts like “rental rip-off hearings” to target property owners and noted these hearings lacked independence and objectivity.
Korchak voiced concerns that Mamdani’s policies could harm small businesses and immigrants. She pointed out that while rents are frozen, operating costs like insurance and utilities continue to rise. Many rent-stabilized buildings are already financially strained, and she warned that Mamdani’s actions might lead to these properties being converted into socialized housing.
She concluded by stating that the proposed pied-à-terre tax exacerbates financial pressure on modest, multi-generational owners. Korchak claimed that the database shows an attack on property ownership as a whole.
