Nithya Raman’s Political Journey and Vision for Los Angeles

Nithya Raman, age 45, has been part of the Los Angeles City Council since 2020. She first won her seat by defeating the incumbent, David Ryu, representing areas including Los Feliz, the Hollywood Hills, and Sherman Oaks. She secured her reelection in 2024. Originally from India, Raman moved to the United States when she was six. She graduated from Harvard and obtained a master’s degree from the Massachusetts Institute of Technology. After relocating to Los Angeles, she founded a nonprofit organization focused on homelessness outreach.

On the City Council, Raman has been influential in passing legislation concerning tenants’ rights and rent stabilization. She chaired the council’s Housing and Homelessness Committee beginning in 2023, though she lost that role during a recent council reshuffle. Her late decision to enter the mayoral race caused friction with several council colleagues who have largely endorsed Karen Bass.

Key Accomplishments

When asked about her most significant achievement on the council, Raman highlighted her leadership in implementing tenant protections. In response to challenges following COVID-19, she supported initiatives such as Universal Just Cause eviction protections and increased relocation assistance. A notable change was the establishment of a threshold where tenants could owe rent but not face eviction. Additionally, a new requirement was created for landlords to inform the city when pursuing evictions, allowing proactive outreach to tenants facing displacement.

Critique of Mayoral Leadership

Raman expressed concerns about Karen Bass’s handling of certain issues, like the lack of departmental management and fiscal oversight. These led to inefficiencies like prolonged delays in repairing streetlights. She cited Bass’s response to the Palisades fire as a significant leadership failing, pointing to insufficient preparation and a sluggish recovery process.

Reflection on Personal Challenges

Reflecting on her own challenges, Raman acknowledged mishandling her approach to Measure ULA, the so-called mansion tax. She devoted extensive time working with a few coalition leaders but did not engage enough members to build broader support for reforms she believed necessary for housing development in L.A. This lack of groundwork led to confusion and tension within the council and her network.

Endorsing Mayor Bass

Despite running for mayor herself, Raman previously endorsed Bass due to the need for close collaboration between council members and the mayor to secure resources for their districts. She emphasized the importance of working together with Bass’s office to prioritize available resources for addressing critical issues.

Views on Policing

Originally an advocate for reducing police funds, Raman’s perspective evolved as she learned more about city budgeting. She realized the essential nature of ensuring a prompt response from city officials when citizens seek help. While she supports maintaining police staffing levels, she also advocates for balanced budget allocations.

When queried on maintaining the Los Angeles Police Department’s strength, she noted the importance of having enough officers to address service calls efficiently while considering alternatives for response systems.

Addressing Homelessness

Raman addressed the persistent issue of homeless encampments in her district. She noted specific areas like Hollywood that tend to see repopulation due to movement within hotspot zones. Her team actively engages with homeless individuals, aiming to guide them towards housing solutions and reducing the visibility of large encampments.

Regarding substance use in public areas, Raman suggested adopting San Francisco’s coordinated approach of connecting outreach workers and law enforcement to provide services rather than incarceration. Such collaboration aims to manage hotspot issues with comprehensive government strategies.

The Role of Democratic Socialists for America

Raman acknowledged working closely with various organizations, including the Democratic Socialists for America (DSA), as partners on specific initiatives like tenant protections. She appreciates this collaborative approach while emphasizing her responsibility to all constituents. She maintains that she engages with diverse groups to effectively represent the city.

Inspirations from L.A.’s History

Raman admires several past L.A. officials, appreciating attributes like Tom LaBonge’s city passion and Richard Riordan’s impactful charter reforms. Tom Bradley’s inclusive vision and Antonio Villaraigosa’s city-wide enthusiasm serve as inspirations for her leadership aspirations.

Commitment to Los Angeles

Lastly, Raman expressed her dedication to Los Angeles, stating her current role is her last political ambition. She aims to address the city’s struggles actively, motivated by her deep attachment and commitment to effecting change.
