In Maine, extensive protests followed the shooting of a Colombian man by an Immigration and Customs Enforcement (ICE) officer. This incident, which occurred in Biddeford, involved federal officials whose accounts of the events leading up to the shooting have been inconsistent.

Shifting Narrative from Homeland Security

According to the Department of Homeland Security, the officer shot the man due to concerns for public safety. The shooting happened while monitoring a residence associated with someone deemed to be in the U.S. unlawfully and subject to removal. Initially, ICE reported that the officer fired after the man attempted to flee in a car. However, Maine Senator Angus King had been previously informed that the shooting occurred after the man used his vehicle as a weapon while ICE was executing an arrest warrant.

Protests and Public Outcry

The Colombian Embassy identified the victim as Johan Sebastián Durán Guerrero, aged 26. The shooting sparked protests outside an ICE detention center in Scarborough. Protesters, led by organizer Todd Chretien, criticized ICE as murderers, demanding their exit from the state. Despite a small group of counter-protesters, the main protest continued as planned.

This incident is part of a pattern, marking the second fatal shooting by ICE in a week and at least the ninth since former President Donald Trump’s immigration policies intensified. Questions remain due to a lack of body camera footage, such as how close the officer was when firing and the nature of Durán Guerrero’s threat to public safety.

Official Investigations

An ICE spokesperson mentioned ongoing evaluations of procedures to enhance officer safety, without divulging specific tactics. The Department of Homeland Security’s Office of Inspector General is investigating, supported by the FBI. The Maine attorney general’s office also explores claims that Durán Guerrero attempted to flee toward the officer, who remains unnamed and on leave.

Eyewitness Accounts

Security camera footage obtained by the Associated Press shows the aftermath, with two officers removing Durán Guerrero’s body from a vehicle. Daniel Boucher, a nearby resident, reported hearing gunshots and witnessing the driver’s injuries. He recounted hearing Durán Guerrero claiming to have tried to stop just before the officer explained the shooting.

Mary Hayes, a local, described seeing Durán Guerrero’s wife mourning at the scene. Advocacy groups, including the Maine Immigrants’ Rights Coalition, noted that Durán Guerrero held a U.S. work authorization.

The shooting aligns with broader ICE operations, including a recent fatal shooting in Houston and widespread arrests linked to the administration’s deportation goals. These incidents continue to draw national attention and criticism.
