In recent years, some influential Russians have chosen to distance themselves from the West, while others seek to renew connections and embrace friendly Westerners. The annual economic conference led by President Vladimir V. Putin highlights these conflicting tendencies.
During the early days of President Trump’s second term, members of the Russian elite expressed optimism for a shift in U.S.-Russia relations. They anticipated a focus away from Ukraine and the potential for fruitful business collaborations.
However, over 16 months later, both sides have primarily agreed upon a hockey match in Moscow set for July 1. This was announced during Putin’s notable annual economic gathering in St. Petersburg.
Post the 2022 Ukraine invasion, Russia has utilized the economic forum as a platform to showcase its ability to endure Western sanctions. The strategy involves greater reliance on domestic resources and strengthening ties with countries in the Middle East and Asia.
Despite ongoing U.S. sanctions, Russia still reaches out to some Americans. Yet, Moscow finds it challenging to persuade the Trump administration to rekindle business relations.
This scenario reflects Russia’s internal divide between the hawkish security forces, which hold a hostile stance towards the West, and the technocratic elites who support a potential thaw with Washington.
This year’s economic forum included a session focused on Russian-American cultural connections. The session featured Rodney Mims Cook Jr., the first U.S. official to attend since 2018. Cook Jr. serves as the chairman of the Commission of Fine Arts, advising the White House on projects such as a ballroom expansion and a proposed triumphal arch in Washington.
