Russia’s Exclusion from G20 Photo Highlights Tensions

ASHEVILLE, North Carolina – The family photo of finance ministers at this year’s G20 meeting drew attention for those conspicuously absent. Russian Finance Minister Anton Siluanov, sanctioned by the United States since April 2022, was left out. This occurred amid objections from some European allies of Ukraine during his first visit to the U.S. for a G20 summit since Russia’s invasion of Ukraine four years ago.

Siluanov, a trusted aide of President Vladimir Putin since 2011, faced a chilly reception from some attendees in Asheville, North Carolina. Though excluded from the photo, he addressed the summit and met with U.S. Treasury Secretary Scott Bessent. Bessent emphasized their economic sanctions policy, referring to last week’s measures against nations trading with Iran. When asked about their discussions, Bessent noted that private conversations are sometimes necessary.

A source informed NBC News that Bessent had stressed to Siluanov that the U.S. would not ease economic pressure on Russia until the Ukraine conflict ends. Siluanov was interrupted during an attempt to discuss mutual interests, with Bessent declaring matters unresolved until peace reigns.

The Russian Finance Ministry stated that discussions with the U.S. focused on Russian-American cooperation. However, it did not comment on Siluanov’s exclusion from the photo. Among Ukraine’s European allies, German Finance Minister Lars Klingbeil expressed concern over Siluanov’s reception in the U.S.

European Commissioner for the economy, Valdis Dombrovskis, echoed these worries, highlighting the challenge in diplomatic dialogues amidst ongoing aggression by Russia. Poland’s Finance Minister, Andrzej Domanski, criticized Russia’s presence, though he respected the host’s discretion in member invitations.

President Donald Trump, responding to inquiries, emphasized maintaining open interactions. Treasury Undersecretary for International Affairs, Erin Browne, commented on the necessity of dialogue even amid conflict, stressing the constructive discussions at the summit.

Although Siluanov has attended G20 meetings outside the U.S. post-invasion, his presence on U.S. soil symbolizes a significant step amid Russia’s political and economic isolation. This trend aims to pressure Russia to resolve the ongoing crisis.
