The Senate has approved a bipartisan bill imposing new sanctions on Russia. The legislation was spearheaded by Lindsey Graham, a South Carolina Republican, before his sudden passing last month at 71. It passed with a vote of 86 to 11.
The bill aims to weaken Russia’s economy and halt the ongoing war initiated by President Vladimir Putin in 2022. The conflict has resulted in significant civilian casualties in Ukraine. Key measures include sanctions against top Russian officials and harsh penalties for countries purchasing Russian oil and gas. The president is empowered to impose tariffs up to 100% on major Russian energy importers, such as China and India.
Furthermore, the bill extends sanctions on Iran. Prior to his death, Graham secured a deal with the White House in support of this legislative effort. In honor of his contributions, his Senate peers plan to name the bill after him.
“My late brother Lindsey was a foreign policy and national security expert,” said Sen. Darline Graham, R-S.C., as she spoke on the Senate floor. She has taken over his Senate term. “He was a peacemaker determined to end the Ukraine conflict. This legislation strikes where it matters by targeting Russia’s energy revenue.”
To become law, the sanctions bill must pass in the House of Representatives and receive the president’s signature. President Trump and House Speaker Mike Johnson, despite some opposition from House Democrats, have indicated their support.
