Texas has gained prominence as a key U.S. destination for data centers, driven by a surge in AI and cloud computing demand. Major technology firms are investing billions in the state, but this rapid expansion has raised concerns about Texas’s electrical infrastructure. To address these concerns, Governor Greg Abbott has called for a review of proposed data centers needing connection to the Texas grid.

Electricity Demand and Data Center Growth

The Electric Reliability Council of Texas (ERCOT) maps out regions expecting significant increases in electricity demand. This includes areas with data center projects under construction or proposed. These projects might undergo additional scrutiny as state regulators audit these facilities before granting grid approval.

Significance of the Review

Texas is at the forefront of the AI infrastructure boom. ERCOT’s planning documents reflect an unparalleled rise in electricity demand forecasts. Large-load customers, primarily hyperscale data centers, are major contributors. ERCOT reported to Texas lawmakers that 90% of the 474 gigawatts of large-load requests under review are from data centers. This figure is over five times the state’s record peak demand, which is currently around 85.5 gigawatts.

Governor Abbott’s Directive for Data Center Audits

On August 3, Governor Abbott ordered the Public Utility Commission of Texas (PUCT) and ERCOT to conduct a thorough audit of data centers before approving any new interconnections. He emphasized the state’s priority to protect Texans’ safety and quality of life, mandating that any non-compliant project be denied grid connection.

Our top priority is to protect Texans’ safety and quality of life […] Any project that fails to comply with the requirements set forth by the PUC and ERCOT, and by state law, must be denied connection to the Texas grid […] Simply put, Texans must come first.

ERCOT stated that this review effectively pauses all data center projects in the interconnection process. They confirmed this to Fox News, following the governor’s directive.

Regional Focus: Dallas-Fort Worth

The Oncor service territory, covering much of Dallas-Fort Worth, is projected to experience the highest large-load growth. Counties like Dallas, Collin, Denton, Tarrant, and Ellis are becoming key areas for hyperscale data centers due to transmission infrastructure, fiber networks, and available land.

A notable project is the Red Oak Data Center Campus in Ellis County, spanning approximately 830 acres south of Dallas. The development faced significant opposition before gaining approval and may experience delays pending further ERCOT approvals.

Other Key Regions

Additional regions of concern include Houston and the Austin-San Antonio corridor. Houston’s growth combines industrial demand with increasing interest from data center developers. Fort Bend attracts attention due to its electric infrastructure and proximity to telecommunications networks.

The Austin-San Antonio corridor is marked by population growth and technology investments, including Samsung’s semiconductor campus. Additional data center developments in this corridor await ERCOT approvals.

Permian Basin Challenges

The Permian Basin experiences a different set of pressures. Demand grows due to data centers, oil-and-gas electrification, hydrogen projects, and more. ERCOT’s dedicated Permian Basin Reliability Plan aims to address future transmission needs, potentially impacting new proposals during the audit process.

Case Study: Abilene’s AI Infrastructure

Abilene stands as a significant AI hub, evidenced by the Stargate project supported by OpenAI and Oracle. Despite earlier plans, OpenAI halted further expansion, and Microsoft partnered with Crusoe for additional development.

The list of impacted projects includes:

  • Red Oak Data Center Campus (Ellis County)
  • Fort Worth’s Veale Ranch Data Center Project
  • Future hyperscale campuses in Dallas-Fort Worth, Houston, and Central Texas
  • OpenAI and Oracle’s Stargate development in Abilene, where expansion plans have been scaled back

As Texas strives to be a leader in AI and cloud computing, regulators must balance economic growth with the capacity of the electric grid to support soaring demand.
