Philippines Defense Secretary Criticizes China’s South China Sea Position

Gilberto C. Teodoro, the Defense Secretary for the Philippines, voiced strong criticism of China’s stance on the South China Sea during the Seoul Defense Dialogue held in South Korea. He received a note outlining China’s position while speaking at the event.

During Teodoro’s address, an individual approached him and placed a note on the table. Teodoro, recognizing the note’s origin, said, “I have a note here, I think this is from China,” and asked the audience, “May I read it?” He proceeded to read aloud: “China’s position on the South China Sea arbitration is clear, consistent, and firm. They have no position. The arbitration violates fundamental principles of international law.”

The note likely referred to the 2016 legal case initiated by the Philippines against China under the United Nations Convention on the Law of the Sea (UNCLOS). This arbitration determined that China was unlawfully reclaiming land within the Philippines’ territorial waters. Despite the ruling, China has consistently dismissed it and accused the Philippines of infringing on its sovereignty in the disputed region.

The ongoing conflict has led to several confrontations between the navies of both countries. Recently, two Philippine Coast Guard ships faced a standoff when they were surrounded by Chinese vessels in the South China Sea, increasing tensions.

Teodoro questioned the actions saying, “How can you deal with a country in an international forum… How do you expect to deal with it civilly?” He continued, “This behavior disrespects international law and the courtesy owed to our host nation, South Korea, and the audience.”

Emphasizing China’s aggressive approach, Teodoro declared, “Basic decency and behavior is what China needs. This is coercion, bullying, and aggression.” He added, “I will keep this paper as a symbol of China’s desperation and ineffective stance.”

In his remarks, Teodoro highlighted the daily challenges faced by the Philippines due to China’s attempts to illegally assert control over the region. He pointed out the conflict with UNCLOS norms and the necessity for the Philippines to develop creative defense strategies and alliances to protect its territory.
