New York City’s Horse-Drawn Carriage Debate

A longstanding tradition in New York City faces potential extinction. Horse carriage drivers express concerns over the consequences of Mayor Zohran Mamdani’s efforts to phase out their industry.

The Proposed Ban

Mayor Zohran Mamdani and City Council Speaker Julie Menin have reached an agreement to phase out horse-drawn carriages in New York City. A vote is imminent on a bill that would halt operations starting June 2028. Coined ‘Romanch’s Law’ after an incident where 18-year-old Romanch Mahajan died, the bill arises amid safety discussions regarding horse-drawn carriages at Central Park.

Controversy and Criticism

Animal rights activists have criticized the carriage industry, accusing drivers of improper horse treatment. Viral incidents showing horses collapsing incite calls to terminate the industry. Critics advocate for alternative forms of transportation, such as pedicabs.

“You have pedicabs flying around, why are they permitted to have a business?” says Frank Riccobono, an industry leader.

Riccobono and other carriage operators view the proposed legislation as an unfair attack. Owners emphasize their investment in horse care and express fears over livelihood impacts.

Economic and Personal Impact

Frank Riccobono, owner and operator of NYC Horse Carriage Rides, decries the financial losses and familial legacy endangered by the ban. Medallions, licensing required for operation, cost significant amounts without reimbursement under the new bill. The broader implications affect over 200 carriage drivers in the city.

Industry’s Response

City officials assure support in transitioning these workers into new careers. However, drivers feel overlooked and remain skeptical of the promised aid. Christina Hansen, representing drivers, questions the commitment to worker welfare as some drivers struggle with health issues.

There is additional concern regarding the future of the horses, should they end up in struggling sanctuaries. Christina Hansen indicates a lack of resources poses risks for the horses’ care in the long term.

Ongoing Debate

The discussion around horse-drawn carriages in New York is not new. Past attempts to ban the industry, including efforts by former Mayor Bill de Blasio advocating vintage electric cars as replacements, have not succeeded.

Carriage drivers invite dialogue with city officials to discuss alternatives and ensure their voices are heard moving forward. Frank Riccobono vows to continue challenging the ban and advocating for driver’s rights.
