Alleged Social Security Fraud Scheme in California Uncovered

Federal Fraud Scheme Exposed

Authorities have arrested four individuals accused of running a significant Social Security fraud operation in California. U.S. Attorney Bill Essayli of the Central District of California has reported on the federal government’s actions against this criminal activity.

Fraud Scheme Components

Among the accused is Mario Cesar Dos Santos Jr., a Brazilian national who overstayed his visa after entering the United States in 2016. Dos Santos admitted to establishing a fictitious branch of the Department of Homeland Security (DHS) and selling counterfeit identification documents allegedly offering immunity from federal immigration officers. He is in the process of deportation, as per DHS.

Criminal Activities and Arrest

Dos Santos was apprehended in February at Orlando International Airport following a flight from Boston. He has confessed to wire fraud and the misuse of government seals. Prosecutors allege he ran a fraudulent organization called the “Chaplain Emergency Management Agency” (CEMA), where he charged individuals $400 each for spurious training programs. These seminars attracted between 30 to 45 participants, generating approximately $14,000 through misleading promises of deportation immunity.

Merchandise and Certificates

The fake certificates and merchandise, including clothing and badges featuring unauthorized seals from the DHS and FEMA, were sold at these seminars. The merchandise gave a false sense of legitimacy to unsuspecting participants. The U.S. Attorney’s Office along with DHS, FBI, and FEMA acted on the information, leading to Dos Santos’ arrest.

Crackdown on Fraud

The Trump administration has concentrated efforts on reducing fraud and abuse within federal programs. A Task Force to Eliminate Fraud, led by Vice President JD Vance, serves as part of these efforts. According to DHS, FEMA alone investigated over 2,000 fraud cases in the fiscal year 2025. As Dos Santos awaits sentencing on December 18, he faces the potential of up to 20 years in federal prison.
