Alleged Terror Plot on New York State Capitol Thwarted

The FBI announced on Thursday that they have intercepted a potential terrorist attack targeting Albany. A New York woman, Jessica Bowie, has been accused of planning a substantial assault on the state capitol building. Federal prosecutors in the Northern District of New York have charged her with attempting to support foreign terrorist organizations. If convicted, she faces up to 20 years in prison and a fine of $250,000.

According to court documents, Bowie, residing in Albany, plotted between July 16 and August 17 of this year to attack the New York State Capitol building with explosives. The FBI employed undercover tactics to apprehend her. “Bowie had intended to use an explosive device against the New York State Capitol and state senators,” stated First Assistant U.S. Attorney John Sarcone. “These allegations are deeply troubling, representing a direct challenge to democracy, which we will not tolerate.”

Sarcone further claimed that Bowie was radicalized online and disseminated hate against Americans. The affidavit states she surveilled the state capitol five times, all captured on security footage. She communicated with an FBI source posing as an ISIS contact. Bowie allegedly expressed her desire to attack the state capitol and planned to execute “a major attack.” One message revealed her intention to destroy the building and harm senators, impacting crucial documents.

The complaint includes an image of Bowie purchasing bomb-making materials at a local store, assisted by FBI sources. Authorities say she considered using a DoorDash bag to smuggle the device into the capitol, aiming to kill at least 100 people. FBI Special Agent Craig Tremaroli quoted Bowie expressing she wanted to ensure a significant impact. Additionally, she allegedly discussed other potential attacks with confidential sources.

Investigators reported Bowie dismissed attacking the White House as too challenging but contemplated future attempts. She purportedly expressed a desire to eliminate half the staff at the state capitol. The affidavit alleges her conversion to Islam five years ago and allegiance to ISIS in May. Bowie reportedly praised September 11th online and sought firearms to combat law enforcement if necessary.

Bowie met with FBI sources, providing funds for weapons and bomb-making efforts. She was arrested possessing a firearm and reported explosive, along with knives and a handwritten oath to ISIS. Following her arrest, she acknowledged her situation to FBI agents.

The FBI claimed Bowie intended to flee the country after the planned attack but hoped to return for another attack in Times Square for New Year’s Eve. “Today, the U.S. Department of Justice and FBI announced the arrest of an individual accused of planning an attack on the New York State Capitol,” said Gov. Kathy Hochul, commending the FBI and state police for their efforts. She assured there is no immediate threat currently.

FBI Director Kash Patel highlighted the disruption of more than 400 such plots in 2026, warning against future threats to Americans.
