On Monday, British Prime Minister Keir Starmer announced his resignation, marking a significant political shift less than two years after his Labour Party’s decisive general election victory. Starmer plans an ‘orderly transition’ with intentions to have a new prime minister by September, following increasing public dissatisfaction over economic issues and slow progress on illegal immigration.

Potential Successor: Andy Burnham

Attention has shifted to Andy Burnham, widely seen as Starmer’s likely replacement, although a leadership contest within the Labour Party is possible. Senior party members seem eager to avoid such a contest, focusing support on Burnham, who recently stepped down as Mayor of Manchester to win a seat in Makerfield, Greater Manchester, in the House of Commons.

Burnham’s victory is notable not only for clearing his potential path to the premiership but because he won in a constituency Labour has struggled to retain. This area is predominantly white British, working-class, post-industrial, and heavily voted for Brexit in the 2016 referendum. Such regions were Labour strongholds for years but have shifted towards right-wing, populist parties like Reform UK, led by Nigel Farage. Burnham’s unexpected success provides Labour strategists hope of reconnecting with voters ahead of national elections.

Andy Burnham’s Background and Political Strategy

Burnham, who has positioned himself as a viable alternative to Starmer, has taken a critical stance against Labour’s leadership during times of weakness while cultivating his national presence. However, it remains uncertain how Burnham’s policies would differ from Starmer’s, both nationally and internationally.

Burnham’s approach to international relations, especially concerning President Trump, is unclear. Burnham cautioned against adopting American-style politics defined by polarization, emphasizing the importance of community cooperation.

Though portrayed as an outsider, Burnham has extensive experience in London politics, serving under Prime Ministers Tony Blair and Gordon Brown, and as an MP. His tenure as Manchester’s Mayor brought attention to issues in northern England, particularly during COVID-19, where he clashed with the Conservative government over financial support.

Challenges Facing Andy Burnham

Critics have highlighted Burnham’s ambiguous stance on key issues, including immigration and post-Brexit relations. His evolving positions raise questions about potential policy changes should he assume the premiership. Burnham’s reluctance to implement drastic changes may stem from the lack of a new mandate following Labour’s 2024 election victory under Starmer.

The Reform Party’s Nigel Farage promptly called for a general election following Starmer’s resignation, challenging the legitimacy of Burnham’s potential leadership without a public electoral mandate.

The Process of Becoming Prime Minister

In the UK, the prime minister is not directly elected but is traditionally the leader of the party with a majority in the House of Commons. The governing party can change its leader, and therefore potentially the prime minister, without a general election.

If Burnham becomes the next prime minister, he would be the seventh person to hold the position in a decade. His supporters argue that with strong backing in Labour’s traditional heartlands and a renewed public profile, he could lead Labour to electoral success or mitigate looming disaster predicted by current polling.

While Burnham is seen as the likely successor to Starmer, other potential candidates within Labour, such as Wes Streeting, have expressed support for Burnham, strengthening his position.
