Changes to Social Security Benefits and Taxes in 2027

Upcoming Changes to Social Security

Millions of Americans will experience changes in Social Security benefits next year. The Social Security Administration (SSA) has announced a 3.6 percent increase in benefits for 2027, under the annual cost-of-living adjustment (COLA). Additionally, more wages will be subjected to Social Security taxes.

Impact of Cost-of-Living Adjustment

The 3.6 percent COLA impacts both Social Security and Supplemental Security Income (SSI) benefits. Nearly 72 million Social Security beneficiaries will receive increased payments starting January. SSI recipients, numbering about 7.3 million, will see increased payments beginning December 31, 2026.

The adjustment stems from the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), which rose 3.6 percent from the third quarter of 2025 through the third quarter of 2026. For retired workers, the average monthly Social Security benefit will increase from $2,095 to $2,170.

Challenges for Retirees

Despite the benefit increase, rising costs such as Medicare premiums and healthcare may absorb much of these gains. Alex Beene, a financial literacy instructor at the University of Tennessee at Martin, emphasizes this concern, noting that seniors may question why their financial situation remains unsteady.

Changes in Social Security Payroll Tax

For higher earners, the maximum income subject to Social Security payroll tax will rise. In 2027, the limit will increase to $192,300 from $184,500 in 2026. Employees pay 6.2 percent Social Security tax on earnings up to that limit, matched by employers. Thus, an employee earning $192,300 will pay up to $11,922.60 in taxes in 2027.

Income Thresholds for Beneficiaries

Beneficiaries under full retirement age who are still in the workforce will see changes to their earnings limits. In 2027, these individuals can earn $25,560 before triggering the retirement earnings test, up from $24,480 in 2026.

For those reaching full retirement age during 2027, the earnings limit will rise to $67,920. Earnings exceeding these amounts result in withholding benefits, a feature of the Social Security system that recalculates benefits once full retirement age is reached.

Uncertainty Over Medicare Premiums

Despite the changes, uncertainty remains regarding the impact of Medicare premiums on these enhancements. As Michael Ryan, a finance expert, notes, retirees won’t have full clarity on the effective increase until 2027’s Part B premiums are set. These changes address specific annual adjustments but not the broader funding challenges of the Social Security system.
