City officials and prosecutors in New York City have initiated a preliminary criminal investigation concerning structural problems in a Midtown office building undergoing conversion into apartments. The inquiry, involving the New York City Department of Investigation and the Manhattan district attorney’s office, is in its early stages, with the investigation’s focus still undetermined.

On Tuesday, workers at the building located at 235 East 42nd Street noticed cracks in concrete floors and bent columns on the 21st floor. This discovery prompted evacuations and an emergency response, as the building, a 37-story high-rise, was still being stabilized.

The building was in the process of being converted from the former headquarters of the pharmaceutical company Pfizer into the largest residential conversion project in the United States. Such projects typically involve a complex network of companies, subcontractors, and developers, each with distinct roles and responsibilities.

Determining the causes and potential criminal culpability for these structural issues is likely to be a complicated and time-consuming process. Authorities may take months or years to thoroughly investigate, and it remains possible that the inquiry could conclude without any criminal charges being filed.
