Economic Effects of Hyperscale Data Centers
A recent study highlights how hyperscale data centers significantly affect local economies. Co-authored by Justin Ross and Saurav Roychoudhury, professors of public finance and economics, this research provides insights into these impacts.
Northwest Indiana Case Study
This study, funded by the Northwest Indiana Forum, is the first to analyze the economic impact of hyperscale data centers specific to Northwest Indiana. The Microsoft data center, with a 1 gigawatt capacity, is expected to generate $16.1 billion in regional economic output over two decades. It will support 14,651 construction job-years, contributing $1.08 billion in construction earnings and maintaining 2,090 ongoing jobs upon operation, with annual worker earnings amounting to $176 million.
Impact Comparison
Hobart’s Amazon data center, with a capacity of 1.5 gigawatts, presents an even larger economic impact. It will generate $24.2 billion in regional output and create 21,979 construction job-years.
Analysis Methodology and Findings
The study applied standard input-output modeling with conservative assumptions. It concludes that a single hyperscale campus can significantly enhance a regional economy by generating substantial economic activity over time. Heather Ennis, President of the Northwest Indiana Forum, echoes this sentiment, highlighting the positive findings regarding such projects.
“While we feel like this is a conservative study, we are very encouraged by the findings,” Ennis remarked.
Critiques and Broader Implications
Michael Hicks, director at Ball State University, critiques the assumption that data centers bring substantial jobs beyond the construction phase. He argues that these centers do not typically create high-paying jobs nor significantly boost an AI labor ecosystem.
Data centers do not substantially increase public service demands, yet they can halt tourism development in certain areas. Nonetheless, if data centers adhere to tax and utility responsibilities, they can benefit communities.

Ross emphasizes that data centers do require a nuanced understanding of their economic impacts. While some components like semiconductors are sourced externally, energy policies and supply chain dynamics play crucial roles in shaping regional outcomes.
NIPSCO’s strategy to manage power demands from data centers ensures existing customers do not shoulder additional costs, potentially leading to decreased bills as data centers commence operations.

As the industry transitions rapidly, Ross and Roychoudhury acknowledge the complexity in predicting future impact. They note that innovations in turbine and solar technology, alongside changes in energy sources, could redefine economic contributions.
