Ukrainian President Volodymyr Zelensky announced Saturday that Russia appears to be preparing for the deployment of an additional 30,000 North Korean troops to join the ongoing war against Ukraine. This move, if it occurs, would significantly increase North Korea’s involvement in the conflict. In his nightly address, Zelensky claimed preparations for receiving these troops have been underway in the Voronezh region of Russia since June, as reported by Reuters.

The current claim follows nearly two years after North Korea first deployed troops to support Russia, strengthening the military partnership between Russian President Vladimir Putin and North Korean leader Kim Jong Un. An estimated 14,000 North Korean personnel were sent to Russia’s Kursk region in 2024 to help fend off Ukrainian incursions, according to Reuters. News agencies have reached out to Russian and North Korean officials for comments but have yet to receive a response.

North Korean Troops Already Engaged

The introduction of an additional 30,000 troops would mark a substantial escalation in North Korean support for Russia, possibly doubling Pyongyang’s known military presence. This development raises concerns among the United States and its allies, as North Korea gains battlefield experience and receives military and technological support from Russia in exchange.

Zelensky emphasized that this collaboration poses threats beyond the Ukrainian context. “This is a threat not only to Ukraine,” he stated. “Russia is aiding North Korea in acquiring war skills, enhancing its weaponry, and gaining actual combat experience.” He warned that this alliance could endanger countries across Asia within range of North Korean missiles.

North Korea’s Increasing Role

North Korea’s participation in the conflict has gradually become more apparent. Last year, North Korean state media confirmed that troops were dispatched to assist Russia in August 2024. Following this, Pyongyang openly recognized these soldiers as national heroes. South Korean intelligence reported that North Korean forces sustained thousands of casualties in and around Kursk, with estimates suggesting roughly 4,700 casualties, including 600 deaths. However, these figures have not been independently verified.

Experts believe the war offers North Korea a unique chance to gain live combat experience and test its military technology under real conditions.

Potential Missile Assistance

Zelensky further claimed that North Korea plans to supply Russia with additional ballistic missile launchers. This assertion could heighten Western concerns regarding Moscow’s military cooperation with Pyongyang. U.S., South Korean, and allied officials previously accused North Korea of supplying Russia with ammunition and missiles, receiving technical support in return.

The evolving partnership between Moscow and Pyongyang is regarded as a significant security concern by analysts, who express unease over the potential advancements in North Korea’s military capabilities derived from lessons learned in Ukraine.

Future Implications

Neither Russia nor North Korea has provided an immediate reaction to Zelensky’s latest statements. Should the reported deployment take place, it would represent one of the most significant increases in North Korea’s role in the conflict. It also highlights the widening global involvement in the Ukraine war, extending far beyond European borders. Meanwhile, Zelensky has promised a response to what he describes as the escalating threat from the military partnership between Moscow and Pyongyang.
