FIFA’s officials for the World Cup aim to keep matches fluid by enforcing new rules to curb time-wasting, as announced by the governing body. These changes are crucial with the 48-team tournament approaching swiftly.

Officials are also set to discipline players who cover their mouths during disagreements. A red card will be issued in these scenarios, according to FIFA.

Pierluigi Collina, FIFA’s chief refereeing officer, emphasized the goal of minimizing disruptions during matches. Collina stated, “We are striving to eliminate interruptions in the match tempo as much as possible.”

Key Rules Referees Will Enforce

  • A red card may be given if a player leaves the field out of anger following a referee’s decision.
  • Referees can conduct a five-second countdown for goal kicks and throw-ins to accelerate the game’s pace. Failure to execute within this time results in the opposition’s advantage.
  • Substituted players must exit the field within 10 seconds unless exceptions apply, such as injuries or security concerns.

FIFA has clarified the Video Assistant Referee (VAR) protocol. VAR will review cases involving erroneously given cards and incorrect corner kicks. Red cards will be checked if awarded for an incorrect second yellow card or due to mistaken identity.

Players will receive red cards for confrontational conversations if they cover their mouths. Non-confrontational mouth-covering conversations will remain penalty-free.

VAR will also scrutinize offenses committed by attacking players during corner or free kicks if they affect goals or penalties. Officials will take appropriate action for offenses identified before the ball is in play.

Despite these rules for speeding up play, matches will not necessarily be shorter. FIFA announced three-minute water breaks halfway through each match.
