In the aftermath of a violent incident near a pride festival in Berlin, German authorities are grappling with questions about why suspect Abdul Ballout was free despite a recent conviction for supporting ISIS. The attack resulted in one death and 29 injuries.
The Attack
According to reports, Ballout drove a van into a crowd, later assaulting people with a machete. He was ultimately killed by police during the confrontation. Law enforcement officials believe this was an Islamic terror attack.

Chancellor Friedrich Merz expressed the need to protect the public from dangerous individuals. He questioned how the attack could have been prevented. Interior Minister Alexander Dobrindt emphasized the suspect’s prior conviction and his support for ISIS. He stressed that Ballout should have been in custody.
“We must do everything to protect people in Germany from such criminals,” Merz stated.
Berlin Mayor’s Comments
Berlin Mayor Kai Wegner conveyed his disbelief over the event while acknowledging the independence of the court system.
“Words fail me,” Wegner said regarding the attack.
Background on the Suspect
Ballout, a 21-year-old born and raised in Berlin, had traveled to Lebanon with intentions of joining ISIS in Syria. His previous conviction involved preparing violent acts and spreading ISIS propaganda. A Berlin juvenile court sentenced him to youth custody, but he was later given a suspended sentence.
Legal Context
The Berlin Public Prosecutor’s Office and the Berlin Court of Appeal outlined the legal proceedings. Although Ballout was convicted, the appeal process was ongoing. The initial court decision deferred the implementation of his sentence.
“The decision regarding the suspension of this sentence on probation was deferred,” the report stated.
The court also placed Ballout under probation supervision, lifting the existing arrest warrant. This was due to the nature of pre-trial detention, which serves to secure proceedings rather than act as punishment.
