Key State Legislative Races Could Shift Political Power

State legislative races often receive less attention than high-profile congressional or gubernatorial battles. However, they hold significant weight. Over 6,100 seats in state legislatures are up for grabs. These bodies make crucial decisions on education, taxes, reproductive rights, crime, and social media, impacting daily life.

John Kennedy, a political science professor at West Chester University in Pennsylvania, emphasizes the influence state governments have. “State lawmakers and governors play a bigger role in our daily lives than Washington D.C.,” he stated.

Currently, Republicans control 28 state legislatures. Democrats hold 18. Four legislatures are either divided or operate under power-sharing agreements. Both parties are strategizing for the upcoming elections. Republicans have taken a defensive stance, while Democrats seek to capitalize on the current political climate, targeting various districts to gain new majorities.

The Democratic Legislative Campaign Committee aims to leverage dissatisfaction and President Trump’s low popularity. They focus on Republican-held chambers in states like Wisconsin, Michigan, Arizona, New Hampshire, Minnesota, and Pennsylvania. Conversely, Republicans focus on retaining their seats amid a challenging environment.

The Battle in Pennsylvania

Pennsylvania’s divided legislature exemplifies the stakes. The state senate has a four-seat Republican majority, while Democrats hold a slim majority in the state house. Governor Josh Shapiro, a Democrat, struggles against this split. He has not seen a Democratic trifecta in state leadership for over 30 years. The outcome of a few state senate races in Philadelphia suburbs may decide the balance of power.

If Democrats gain control, Shapiro plans to raise the minimum wage to $15 an hour and codify abortion rights. He also mentions expanding affordable housing and checking utility companies’ price increases. While abortion is legal in Pennsylvania, Democrats want clearer language to prevent judicial misinterpretation. Currently, Republican lawmakers have blocked these initiatives.

Calls for Bipartisanship

Shapiro’s Republican opponent, State Treasurer Stacy Garrity, criticizes his approach to the divided legislature. She argues that Shapiro uses the legislative split as an excuse for inaction. “Real leadership involves negotiations, not excuses,” she stated during their debate.

Redistricting and Future Strategies

Democrats seek to gain state legislature control in places like New Hampshire to counter Republican governors. Achieving a majority in New Hampshire’s large state house could provide a check on Republican Governor Kelly Ayotte.

The Republican dominance in state legislatures traces back to the 2010 midterms, where they made significant gains. They used redistricting to reinforce their power. As congressional redistricting approaches in 2026, state legislatures might also begin redistricting their own chambers.
