Controversy Surrounding Renovation
The Reflecting Pool’s condition has become controversial after the Trump administration rushed to reopen it for July Fourth celebrations. Trump claims vandalism contributed to the damage but acknowledges “some contractor error.” Court filings and federal statements confirm the peeling liner and related issues came from contractor flaws, leading charges against David Hearn to be dropped.
When contacted, the White House referred Newsweek to the National Park Service. Newsweek reached the National Park Service through an online form for comment.
Goals of the Renovation Project
Trump aims to restore the Reflecting Pool to a cleaner, more visually appealing state. Efforts included a new “American flag blue” coating and combating algae blooms affecting the site. The renovation faced setbacks quickly, with algae returning and turning the water green despite treatments with hydrogen peroxide and nanobubble ozone technology.
Controversy Over Blue Liner Damage
Trump claimed vandals caused a 300-foot gash in the new blue liner, as critics accused him of possibly damaging it himself with a motorcade. The project grew to over $15 million, despite Trump’s initial suggestion of a quick, low-cost completion.

Newsweek’s photos depict the Reflecting Pool problems, including algae growth and blue coating peeling. The peeling occurred days after the refurbishment, prompting questions on proper adhesion during installation. Prosecutors blame improper installation for the peeling, not vandalism.
