An autism center in Minnesota, linked to Democratic Senate candidate Peggy Flanagan, faces scrutiny for alleged fraud. The Milestone Development Center, run by Nimco Ahmed, is under investigation along with Spectrum Therapy Center. This information was confirmed by the Minnesota Department of Human Services.
According to a DHS spokesperson, “These agencies are on our radar.” Both centers were removed from the Medicaid program as part of Minnesota Revalidate 2026. This process verifies agency credentials and compliance with regulations. The centers have appealed their termination.
The controversy erupted after a video showing Ahmed and Flanagan in a Somali market went viral. This sparked criticism of Flanagan on social media.
Nimco Ahmed, CEO of Milestone and a longtime associate of Flanagan, has been a Democratic–Farmer–Labor Party activist for nearly 25 years. She was featured in the video, wearing a hijab, emphasizing the Somali community’s importance in Minnesota.
Fox News Digital approached Flanagan’s campaign, seeking comments on the situation. Criticism against Flanagan intensified as she contends with the ongoing fraud scandal in the state.
Former Milestone therapist Grant Morgan raised concerns about the center’s practices. He noted the lack of qualified supervision and effective autism services. Morgan also highlighted issues with Medicaid billing practices.
In response, Ahmed dismissed these concerns as “bias,” attributing them to her Somali background. She claimed compliance with state regulations and regular audits. Ahmed refuted allegations concerning the qualifications of staff and oversight at the center.
Fox News Digital has yet to receive comments from Milestone on the investigation.
