Judge Green affirmed Hoskins’ choice not to certify a referendum petition against the map.

Richard von Glahn, the plaintiff, immediately appealed the ruling. For now, the map passed by Missouri’s Republican-dominated Legislature prevails, with intentions to aid Republicans in potentially unseating Democratic Representative Emanuel Cleaver of Kansas City. Missouri’s current House delegation comprises six Republicans and two Democrats. The new map segments Kansas City among nearby Republican districts, expanding Cleaver’s district into rural Republican territories.
