Russian President Vladimir Putin is aiming to maintain an air of ‘normalcy’ in Moscow. This effort may be leading to dangerous security gaps, providing Ukraine with better chances to target Russia’s military leaders, according to analysts.
A deadly explosion in a high-end Moscow restaurant on August 1 highlights this issue. Reports suggest that a high-ranking Russian general, Col. Gen. Alexander Chaiko, attended a private event there. Chaiko previously led a failed military campaign into Ukraine in 2022 and recently took over as chief of Russia’s aerospace forces. These claims remain unverified, but suggest a possible motive for Ukraine’s interest, says Dr. Mark Episkopos of the Quincy Institute for Responsible Statecraft.
“Despite numerous incidents, Russian elites and military figures seem to disregard operational security best practices by holding such gatherings,” Episkopos stated to Fox News Digital.
The Russian Embassy in Rome accused Ukraine of orchestrating the attack. An August 2 statement from the embassy described the incident as “evidence that the Ukrainian terrorist contagion is already beginning to spread.” Moscow Mayor Sergei Sobyanin labeled the bombing a “brutal terrorist act,” vowing accountability.
The explosion resulted in five deaths and 19 injuries, as reported by the Russian Embassy in Rome. Russia’s National Anti-Terrorism Committee indicated an unidentified woman carried the explosive device to the Balzi Rossi restaurant. Security reportedly stopped her, but the bomb detonated near the entrance.
Authorities suggested that the bomb courier might not have known she was transporting explosives. They believe the device was detonated remotely, a tactic consistent with previous attacks attributed to Ukraine. Such tactics have been used in past attacks against Russian figures like Lt. Gen. Igor Kirillov and blogger Vladlen Tatarsky.
Since Russia’s 2022 invasion of Ukraine, Moscow has accused Kyiv of targeting its senior military personnel. Ukraine is said to employ unconventional warfare tactics, offsetting Russia’s traditional military power. Episkopos noted that Ukraine takes advantage of Russia’s extensive and difficult-to-secure borders.
“Ukraine uses a new style of asymmetric warfare, targeting Russia’s vulnerabilities,” Episkopos explained. “Its territory is more manageable, and intelligence from Western allies is a significant factor.”
As of Monday, Ukraine had not officially commented on the restaurant bombing and no party claimed responsibility.
