According to KCRA-TV, an NBC affiliate, police suspect the shooting was targeted and involved someone inside the Halloween store.
The shooting took place while families were shopping for last-minute Halloween items. The shocking event led to a substantial response from law enforcement. Daniela Seabra Rios, who was with her son in a car parked across the store, described to The Times the chaos with people running and screaming. They took refuge by lying on the floor of their car until the police arrived.
Chara Brazley, a resident of Santa Rosa, recounted receiving a frantic call from her 24-year-old daughter, who works at Ulta Beauty in the mall. Her daughter reported hearing multiple gunshots as employees prepared to close for the night. Brazley noted her children have frequented the mall for years without encountering any incident like this before.
