ACA Marketplace Update
The Trump administration announced plans to remove over 1 million people from Affordable Care Act (ACA) marketplace coverage. Officials describe this as the most extensive anti-fraud effort in the program’s history. Vice President JD Vance highlighted the removal of more than 700,000 fraudulently enrolled individuals. Centers for Medicare and Medicaid Services (CMS) Administrator Dr. Mehmet Oz noted that some removed individuals never filed a claim. Concerns are raised about legitimate enrollees losing coverage during this process.
Fraud Vulnerabilities in ACA
The administration argues the federal health insurance marketplace is vulnerable to fraud schemes. These schemes enable brokers to enroll consumers without their knowledge, with fraudulent actors collecting federal premium subsidies. CMS has identified hundreds of thousands of unauthorized enrollments and multiple eligibility issues.
Administration’s Strategy
Vance stated approximately 750,000 people would be removed due to fraudulent enrollment. Additional verification for 419,000 enrollees will ensure their legal residency and income eligibility. Dr. Oz cited taxpayers subsidizing coverage for consumers who unknowingly enrolled.
“We are stopping Obamacare enrollment for about 750,000 people, who we believe are fraudulently enrolled in the program,” Vance mentioned.
The administration aims to protect taxpayers and preserve the marketplace’s integrity. CMS estimates $2.2 billion in returned funds.
Evidence of Fraud in ACA
A 2026 Government Accountability Office report demonstrated ACA coverage was obtained using fictitious applicants, supporting claims of fraud risks. Complaints about unauthorized enrollments and plan switching further verify concerns.
Lack of Claims and Fraud
Dr. Oz’s assertion about removing flagged enrollees due to no insurance claims faces criticism. A study by Wakely Consulting Group showed legitimate reasons for unclaimed enrollment records, including healthy consumers and short-term participants.
“Enrollment records with no claims can be the result of numerous legitimate circumstances,” the study noted.
Senator Chuck Schumer criticized the administration, advocating for expanded coverage and lower costs.
ACA Marketplace Overview
The ACA Marketplace allows individuals and families to purchase private insurance plans. Consumers can compare plans and qualify for federal premium subsidies based on income. This marketplace serves those without employer coverage, Medicare, or Medicaid.
Enrollment Figures
ACA enrollment has reached record levels, with over 24 million selecting plans for 2026. Enhanced premium subsidies have contributed to affordable plan options, increasing enrollment and federal spending scrutiny.
Potential ACA Cuts
The administration focuses on improperly enrolled individuals, not legitimate beneficiaries. Groups under scrutiny include those with unverifiable identity information, linked to unauthorized broker complaints, and flagged by anti-fraud reviews.
Next Steps
The initiative aims to save over $2 billion by reducing waste and protecting taxpayer dollars. CMS plans a moratorium on new broker registrations for 2027 without an active 2026 Exchange Agreement.
