U.S. Hosts Rare Talks Amid Tensions Between Israel and Lebanon

The White House has become the venue for rare discussions between military chiefs from Israel and Lebanon, placing the ongoing conflict in the Middle East at the forefront. Israel is trying to disarm the Lebanese Hezbollah movement, a crucial part of Iran’s Axis of Resistance, which intervened following an October 2023 attack by Hamas. This event sparked a larger conflict involving various regional powers.

Israeli Stance

Israeli Prime Minister Benjamin Netanyahu has stressed that the battle with Hezbollah is ongoing, despite negotiations between the United States and Iran. Netanyahu aims for enduring results in Lebanon.

Iran’s Position

Iran demands a halt to hostilities, including actions affecting Lebanon, as part of a peace agreement. This presents challenges for U.S. President Donald Trump, who faces pressure from Israel and Iran’s demand to protect its ally, Hezbollah.

“Iran does not see itself facing a choice between ‘an economic deal’ and ‘supporting Hezbollah,’” Iranian international affairs analyst Hassan Beheshtipour stated.

Beheshtipour explained that Iran’s national security is intertwined with West Asian threats, including the ongoing conflict in Lebanon.

Historical Context of Iran’s Alliances

Hezbollah is a founding member of Iran’s Axis of Resistance, formed with the Islamic Revolutionary Guard Corps in the 1980s. Iran supported Hezbollah in fighting Israeli forces in Lebanon. This strategy extended to groups in Iraq, Yemen, and elsewhere to bolster Iran’s regional influence.

Challenges and External Criticism

The Axis of Resistance has faced criticism from the U.S., Israel, and Arab states like Saudi Arabia. Despite this, Tehran views alliances like those with Hezbollah as integral to its national security.

“Supporting strategic partners in the resistance front is not a ‘cost’ but an integral part of the national security equation,” Beheshtipour affirmed.

Iran’s Negotiation Strengths

Iran has maintained leverage during talks due to its governance structure and strategic actions like blocking the Strait of Hormuz. This move disrupted global energy markets and increased pressure on Trump to negotiate.

U.S. and Israeli Dynamics

President Trump’s narrative of being able to influence Netanyahu emphasizes complexities in U.S.-Israeli relations. Netanyahu has faced domestic challenges and waning influence as Middle East conflicts persist.

Potential Derailment of Talks

The conflicting aims of Iran and Israel in Lebanon could jeopardize ongoing talks. Iran seeks to tie U.S. hands in compelling Israeli withdrawal from southern Lebanon.

Former U.S. Assistant Secretary of State Barbara Leaf highlighted Iran’s strategy to exploit any divisions between Trump and Netanyahu.

“Iran would insist on terms that Israel would reject—full withdrawal of IDF from Lebanon, full cessation of attacks—and Trump is likely to brush that kind of secondary negotiation aside,” Leaf commented.

Despite such pressures, Hezbollah continues to engage Israeli forces, complicating any potential agreements.

If a more sustainable resolution emerges, Iran may need to influence Hezbollah to cease attacks against Israel for longer-lasting peace.

Mick Mulroy, former Deputy Assistant Secretary of Defense, underscored the importance of Iran’s role in realizing an end to hostilities.

“Iran is the biggest destabilizing force in the Middle East. They have to change that for there to be real long-lasting peace,” Mulroy said.

Netanyahu’s timing of intensified intervention in Lebanon coincides with potential U.S.-Iran progress, risking further disruption of negotiations. The complexity of regional alliances continues to challenge peace efforts.
