A report by Legislative Inspector General Michael McCuskey has concluded that former state Rep. Harry Benton violated state laws by engaging in sexual harassment. The report detailed instances involving Benton’s conduct towards three women, including a female staffer from another legislator’s office who felt uncomfortable due to Benton’s behavior at a Springfield bar.
Despite these findings, questions remain about how Democratic House Speaker Emanuel “Chris” Welch handled allegations that first surfaced three years ago. In one instance, a female lobbyist reported Benton’s lewd comments in a Chicago bar, prompting Welch’s office to take action.

Further criticism centers around Welch’s delayed actions following the ex-staffer’s complaint. Emails revealed her warnings about potential harassment risks and her reluctance to file a formal complaint due to fears of professional repercussions.
