Ukrainian President Volodymyr Zelenskyy has reiterated his request for U.S.-made Patriot missile interceptors following a Russian missile and drone attack on Kyiv that resulted in at least 10 fatalities and numerous injuries, as reported on August 1. Zelenskyy emphasized in a video message that these anti-ballistic missiles should protect people instead of sitting in stockpiles. He appealed to international partners, asserting that both the United States and Europe are aware of Ukraine’s needs.
A former Ukrainian government official expressed concerns about the country’s civilian protection shortcomings, beyond air defenses. This comes amidst an audit of bomb shelter expenditures, which has revealed significant issues notwithstanding billions spent on construction and repairs. Kyiv is currently evaluating its shelter spending after reports highlighted deficiencies.
“It’s not possible to keep begging for missiles all the time,” said Luliia Mendel, an ex-Ukrainian government spokesperson. “Zelenskyy is pushing the responsibility onto the United States and Western partners for the lack of protection inside Ukraine.”
According to Mendel, the inadequacy of shelters leaves many civilians without quick access to protection during attacks. A coalition formed by Ukraine and Finland in May 2025 aims to enhance Ukraine’s civil defense strategy, with members pledging over 22 million euros to aid bomb shelter construction and modernization.
Ukraine’s Human Rights Commissioner, Dmytro Lubinets, reported that 93% of the country’s bomb shelters inspected show deficiencies, with many being locked, flooded, or inaccessible to those with disabilities. Prime Minister Sergii Koretskyi ordered a nationwide inspection to address these issues following a significant missile attack.
Despite substantial financial allocations for shelter repairs in Kyiv, including over 1.1 billion hryvnias planned for 2026, many local shelters remain inadequate. Some citizens resort to using bathrooms or corridors during attacks, offering insufficient protection, while others seek refuge in underground parking spaces.
Amid growing concerns, Zelenskyy has requested approximately 300 Patriot interceptors from former U.S. President Trump, highlighting the urgency of Ukraine’s defense needs as winter approaches.
In a recent dialogue, Trump indicated that discussions about providing licenses for manufacturing these interceptors in Ukraine are ongoing but noted caution in sharing technology.
