Andy Burnham has commenced his role as the UK Prime Minister, taking charge of 10 Downing Street. He starts with both enthusiasm and a host of challenges, reminiscent of those faced by his predecessor, Keir Starmer. Key issues include a sluggish economy, cost-of-living crisis, strained public services, and complex foreign policy situations involving Ukraine and the Middle East. Additionally, Burnham must navigate relations with U.S. President Donald Trump.

Economic Challenges and Policy Approaches

Burnham is focusing on domestic economic challenges. He plans to unveil strategies on how his government will address living costs. The economy, previously stabilizing, is now threatened by escalations such as the Iran conflict, which affects growth forecasts and increases inflation.

A central aspect of Burnham’s policy is decentralizing government. This approach includes reallocating resources to local governments and possibly reclaiming privatized services. Known as ‘Manchesterism,’ his approach seeks to combine private and public investments in sectors like transportation and housing. However, these policies could take years to implement.

Joshi Herrmann, founder of The Mill, a Manchester news site, commented on Burnham’s potential to ease economic challenges. He expressed skepticism about Burnham’s ability to drastically remodel the economy in the current post-Brexit and post-financial crash context.

Budget constraints limit Burnham’s options. Previously, Starmer had promised not to raise major tax rates, limiting Burnham unless he opts to breach these commitments. Burnham mentioned the possibility of a wealth tax, suggesting the government may need additional funding.

Foreign Policy Concerns and Relationship with Trump

Although Burnham lacks extensive foreign policy experience, he has assured that NATO commitments will be honored. He also supports maintaining the UK’s nuclear deterrent and backing Ukraine. The evolving U.S.-UK relationship heavily depends on his interactions with Trump, who has been unpredictable.

Trump’s initial favorable view of Starmer deteriorated due to disagreements over Iran and North Sea oil drilling. Yet, Trump’s response to possible North Sea drilling under Burnham shows cautious optimism.

Burnham has previously criticized Trump but aims to manage relations respectfully. In their recent conversation, Trump and Burnham discussed securing operations in the Strait of Hormuz and ensuring UK defense and security. Meeting NATO spending expectations will be crucial for Burnham, who must address criticisms about insufficient defense funding.

Relations with the European Union remain another area requiring attention. Although Starmer’s manifesto opposed rejoining the EU, improvements in EU relations had been pursued. Burnham’s approach to this remains to be seen.

Addressing Israel and Hamas Conflict

Israel’s conflict with Hamas presents another sensitive issue for Burnham, with Labour’s past allegations of antisemitism adding complexity. Burnham has critiqued Starmer’s stance and suggested the UK might consider further actions against Israelis linked to Gaza hostility and unlawful West Bank settlements.

His comments received mixed reactions, drawing criticism from both Jewish organizations and pro-Palestinian advocates. The controversy underscores the intricate balance Burnham must maintain given Labour’s support bases.

Migration Policy and Political Impact

Migration, a pivotal issue for British voters, was not highlighted in Burnham’s initial speech. The UK faces challenges from increased migration due to conflicts, environmental and political crises, and poverty.

The English Channel crossings particularly provoke political tension, benefiting anti-immigration parties such as Reform UK, which contributed to Labour’s leadership change. Burnham aims to continue cuts, with net migration already decreasing significantly from earlier peaks.

The Labour policy on migration emphasizes safe, legal channels. A commitment reiterated by Burnham in supporting legislative measures aimed at reducing risky crossings.
